The IPPR’s recent report on State-Owned Enterprises is covered in the Observer. The article quotes IPPR Research Associate, Max Weylandt, on potential benefits of the new governance system:
“There are many ways in which Namibia can benefit from it, as it is efficient and useful in times of fiscal restraints. In theory the central body can also accumulate expertise and therefore provide better oversight,” Weylandt said on Monday when he presented a research briefing paper on the state of the country’s state owned enterprises.He, however, warned that the hybrid system will not necessarily translate to better governance in the operations of government owned entities. “Many SOEs will still fall under line ministries, several of whom have failed at ensuring good governance in the past,” he said.
