According to Weylandt, the classification of these enterprises is still not clear because a state-owned enterprise such as the controversial Namib Desert Diamonds (Namdia) still resorts under the mines and energy ministry instead of the public enterprises ministry, like all other commercial SOEs should.
As our report notes, whether the proposed classification of enterprises is carried through over the objections of line Ministries will be a first indicator of whether there is enough political will for real report. The Namibian article is here.
