This report looks at the new governance system that government will soon implement for Public Enterprises (also known as State-Owned Enterprises). These businesses have been tainted by allegations of mismanagement and corruption, and government has tried to reform their governance before.

The new system could bring some relief. As it centralises oversight of many SOEs, it could lead to more efficient oversight. However, many SOEs will remain under the line Ministries, many of whom have not exercised effective oversight in the past. The report recommends that the final law should contain strict governance provisions and emphasise transparency measures. It also contains a Q&A with the Minister of Public Enterprises, Leon Jooste.
