Salmi Shigwedha

Salmi has been working with the IPPR since 2015, currently as a researcher with the Democracy Report project. She previously worked for Insight Namibia magazine. Salmi has a Bachelor’s degree in Journalism and Communication Technology  and an Honours degree in Communications from the Namibia University of Science and Technology.

Ndapwa Alweendo

Ndapwa Alweendo joined the IPPR in 2018 as a Research Associate. She coordinated the Democracy Report project focusing on the work of parliament from 2018 to 2020. She has previously researched black women’s lived experiences, and African feminist theory. She holds a Masters degree in Political Theory from Rhodes University in South Africa.

Justin Ellis


Justin Ellis is a consultant on educational issues. He was previously the Undersecretary for Lifelong Learning in the Ministry of Education from 1990 to 2008. He ran the Namibia Refugee Project in London, UK from 1981 to 1990. He holds a Master’s degree in Adult Education from the University of Manchester in the UK.
