The Open Budget Survey (OBS) 2025 assesses transparency, public participation and oversight in national budget processes across 82 countries. Namibia scores 53 out of 100 for budget transparency, 17 for public participation and 48 for oversight, highlighting continuing weaknesses in public access to budget information, opportunities for citizen engagement and parliamentary scrutiny of public finances.
The survey is produced by the International Budget Partnership (IBP). The IPPR completed the national assessment, contributing to an internationally comparable evidence base that helps track progress, identify gaps and advocate for greater accountability in the management of public resources.
The findings underline the need for more accessible budget information, stronger parliamentary oversight and meaningful public participation in decisions about how Namibia’s public money is spent.
