This paper looks at the implementation of the Public Procurement Act, particularly in the context of the United Nations Convention Against Corruption. As a signatory to the convention, Namibia committed to compliance assessments — and the act was passed on the eve of one such assessments, indicating it was passed to comply with international best practices. This paper analyses the law, considering the best practices put forward by the UN.
